Japan invests $21 billion in two U.S. chip plants

Thursday, October 15, 2026 -Japan is preparing to invest up to $21 billion in two semiconductor manufacturing plants in New York, marking a major move to strengthen America’s domestic chip industry.

The facilities will be operated by GlobalFoundries, with construction of the first plant expected to begin before the end of 2026 and production targeted for 2029. The investment comes as demand for semiconductors continues to rise, driven by artificial intelligence, data centres, smartphones and advanced industrial technology.

The project is part of a broader economic agreement between Japan and the United States aimed at strengthening strategic industries and reducing vulnerabilities in critical supply chains. Japan will provide the investment capital, while the U.S. government and Japanese interests will have ownership stakes in the project.

The first factory is expected to create more than 1,000 manufacturing jobs in New York and significantly expand U.S. chip production capacity. Japanese company Renesas Electronics and Apple are among the prospective customers identified in reports on the project.

The investment could reshape the semiconductor industry by increasing production capacity, creating employment opportunities and strengthening technological cooperation between the two countries. It also highlights the growing global competition to secure reliable supplies of chips essential to modern economies.

With the first facility targeted for 2029 and a second plant still subject to further decisions, attention will now turn to construction, funding and delivery. If completed as planned, the project could become a significant boost for U.S. manufacturing and a major opportunity for Japanese technology suppliers.
